National Water Resources Association Names Norman M. Semanko, Moffatt Thomas Water Law Attorney, Vice Chair of NWRA Litigation Review Committee

Moffatt Thomas is pleased to announce that the Board of Directors of the National Water Resources Association has named Norman M. Semanko, firm partner and leader of the firm’s Water/Environment/Natural Resources Law practice group, as Vice Chair of the NWRA Litigation Review Committee.  Mr. Semanko is the sole Idaho attorney serving on the association’s Litigation Review Committee.

The National Water Resources Association is America’s oldest nonprofit nonpartisan federation of agricultural and municipal water providers, state water resources associations, and individuals dedicated to the conservation, enhancement, and efficient management of our nation’s most important resource, water.  Mr. Semanko served as President of NWRA in 2005/2006.

Norman M. Semanko joined Moffatt Thomas as an Attorney of Counsel in 2011 and he was elected a partner in January 2017, at which time he took over leadership of the firm’s Water / Environment / Natural Resources Law practice group. His extensive experience in water resources issues and his working relationships with members of local, state, and federal government and regulatory agencies further bolsters Moffatt Thomas’s expertise in agricultural law, water rights, environmental law, land use, mining, and public lands.

Mr. Semanko served as the Executive Director and General Counsel for the Idaho Water Users Association, Inc. from 2000 until his replacement was installed in April 2017. At the IWUA he oversaw the day-to-day operations of the association; monitored current water issues; analyzed federal and state legislation and regulations; advocated in the Idaho State Legislature, before Congress, and federal, state, and local agencies; organized educational seminars and workshops; supervised staff and interns; and provided general legal advice and services to the association, including participation in litigation and other legal matters.

He has represented individual clients on water law matters before the Idaho Department of Water Resources, Snake River Basin Adjudication Court, and the Idaho Supreme Court. As an Adjunct Professor at Boise State University he taught Natural Resource Law and Environmental Health Law. He taught Legal Issues in Water Management at the College of Southern Idaho in Twin Falls.
