Idaho Water Users Association Honors Attorney Norman M. Semanko for Service to the Association
Norman M. Semanko, partner at the Idaho law firm Moffatt Thomas and former IWUA Executive Director and General Counsel, was honored for his years of service to the Idaho Water Users Association. Paul Arrington, Executive Director and General Counsel, presented the award to Mr. Semanko at the annual IWUA Summer Water Law & Resource Issues Seminar in Sun Valley in June 2017. The Association was honoring Semanko for his 17 years of service to the Association.
The Idaho Water Users Association (IWUA) is organized to promote, aid, and assist the development, control, conservation, preservation, and utilization of the water resources of the state of Idaho. IWUA consists of 300 irrigation districts and canal companies, agri-businesses, public water supply organizations, professional firms, and individuals from around the state that manage water supplies for more than 2 million acres of irrigated Idaho farmland, which represents an $8 billion industry. Norman M. Semanko joined Moffatt Thomas as an Attorney of Counsel in 2011 and was elected as a partner in the firm in January 2017, at which time he took over leadership of the firm’s Water/Environment & Natural Resources practice group. His extensive experience in water resources issues and his working relationships with members of local, state, and federal government and regulatory agencies further bolsters Moffatt Thomas’s expertise in agricultural law, water rights, environmental law, land use, mining, and public lands.
Mr. Semanko was recently selected to serve as Vice Chair of the Litigation Committee of the National Water Resources Association, and as such, he is the sole Idaho attorney on the committee. He served as the Executive Director and General Counsel for the Idaho Water Users Association, Inc. from 2000 until his replacement was installed in May 2017. At the IWUA he oversaw the day-to-day operations of the association; monitored current water issues; analyzed federal and state legislation and regulations; advocated in the Idaho State Legislature, before Congress, and federal, state, and local agencies; organized educational seminars and workshops; supervised staff and interns; and provided general legal advice and services to the association, including participation in litigation and other legal matters.
He has represented individual clients on water law matters before the Idaho Department of Water Resources, Snake River Basin Adjudication Court, and the Idaho Supreme Court. As an Adjunct Professor at Boise State University he taught Natural Resource Law and Environmental Health Law. He taught Legal Issues in Water Management at the College of Southern Idaho in Twin Falls.
