Professional Profile
Mr. Campbell practices in the areas of water, environmental, administrative, energy, and agriculture (ranching and farming) law.  He has also handled matters involving real estate contract litigation, title insurance defense, municipal law, land development transactions, planning and zoning litigation, and legislative lobbying for several clients.  He is a frequent lecturer and writer on water resource and environmental topics, and he assisted with the authorship of the Idaho Environmental Law Handbook.  Examples of Mr. Campbell's wide scope of experience include:
Natural Resource and Environmental Litigation
·         Representation of Idaho Governor Phil Batt in litigation against the United States involving nuclear waste shipments to INEEL.
·         Lead attorney in the Bruneau Hot Spring snail case litigation involving the Endangered Species Act.
·         Extensive litigation in federal courts and before the Federal Regulatory Commission involving major hydroelectric projects at facilities of the Bureau of Reclamation and U.S. Army Corps of Engineers.
 
Water Law
·         Prosecution of injunctive relief to prevent urban stormwater discharges.
·         Permitting of small-scale hydroelectric projects.
·         Water rights permitting and analysis involving all types of water uses (e.g., agricultural irrigation, commercial, mining, municipal, domestic, minimum stream flow, fish propagation, commercial snow making, hydroelectric, and industrial uses).
·         State ARARS analysis for a Superfund site.
·         NPDES enforcement defense involving the Environmental Protection Agency.
·         Preparation of opinion letters regarding water rights issues for numerous lending institutions.
·         Analysis and permitting involving the Environmental Protection Agency.

Agricultural Law

·         Representation of the Idaho Department of Agriculture in commodity warehouse seizure and receivership proceedings.
 
Mr. Campbell has been an active member of the Legislative Committee of the Idaho Water Users Association since 1987 and has testified before committees of the Idaho Legislature on water resource issues on numerous occasions.  He has twice served as a Board Member of the Idaho Water Users Association.  Mr. Campbell has also testified before subcommittees of the U.S. Senate and the U.S. House of Representatives on water resource issues, including most recently, testimony before the U.S. Senate Committee on Energy and Natural Resources, Water and Power Subcommittee, Oversight Hearings on Bureau of Reclamation Issues.
Mr. Campbell served as Chairman of the National Water Resources Association Water Quality Task Force from 2003 to 2009 and is a member of the Endangered Species Act Task Force of the Association.  In December 2006, the National Water Resources Association honored Mr. Campbell with its President's Award in recognition of his individual contributions to the goals and efforts of the Association.
Mr. Campbell was the Chief Deputy of the Civil Division Ada County Prosecutor’s Office from 1979 to 1984.  He served as a member of the Ada County Planning and Zoning Commission from 1989 to 1991.  He is the current past President of the Board of Directors for the Idaho State Bar's Law Foundation and was a founding member of the Idaho State Bar Water Law Section.
